From the tooltip, it only applies to EXP and AP, right? So let's say we want the other special bonus to be active, we still need to equip it. For example, I think one of them had Gold Drop %.
If that is the case, that would also imply that even though we don't need to boost the heart for EXP and AP, we still have to do it anyway to get to the 2nd special bonus, if I understand it correctly.
That being said, 600% gold drops and 60% drop chance can end up being a bit underwhelming by the time you get them to level 100 (ring of greed on its own had 1600% gold drops and 160% drop chance for example and it is unlikely that you will get the hearts to level 100 before getting that ring).
Theres completion set bonus on each heart so for pretty good permanent passive bonusses they are actually worth alot to get to 100. 20% AP, 10% EXP and 20% perk points gains etc
Of course you will want to get them to level 100 as soon as possible for their unique and very potent one-time bonuses.
