Of course you can mix and match if you want to min-max a bit, especially later on with rarer special bonuses some chest slots will continue to be relevant for quite a while (the stealthiest chestplate with NGU speed bonus for example, even if it's not something you will see for a while).
Since advancing through adventure zones to get stronger and stronger sets (on top of unlocking features) is the main way of progression for the game the weapon slot at least will rarely be one with less "power".
How long that will go on, I'm not sure, since I can see it's also getting more difficult to beat the next series of bosses, based on a roughly 1-hour rebirth time.
But ultimately, what I do is check for stats that I like. For example, Power and Toughness are a given. But then drop chance, cap, power, bars, etc are also a consideration.
For the most part, that meant that the next set was better, so I would start using it or start boosting it in favor of the current set, so that I can start using it. I figured, no reason to boost the current set to max if I can see that the next set is already more favorable (but still will collect the old one to be max).
You'll reach a point where you don't like the new special stats of some piece but the Power and Toughness will be hard to ignore. In such a case, you'll have to mix and match or bite the bullet and lose out on the special abilities.
As a result, I did not use GRB set too long before moving on to Clock Set, and I used that for a while before reaching 2D Universe and then seeing that it was better than Clock Set also (for my desires) . So I was trying to max 3 sets of gear all at the same time, but at least I found which set or pieces I preferred to wear, and did not use extra boosts into the older pieces that I was not wearing.
Higher power always means bigger bonus in ITOPOD and faster kills in adventure zones (translates into more PP as well). While toughness is more "meet the minimum, any higher doesn't matter at all". So you have much more freedom to use all 4 armor pieces for their specials (E/M) then for actual power/toughness.
Making it one of first things vunerable to actual choices and personal strategy instead of just clicking anything that's available.

Usually a set from the next zone is better around level 60 but I'm not sure that true that early in the game.
