This is what is used here, it is random but you can't as easily exploit it by reloading until you get the result you want.
EDIT: Also to note is that each entry has its own weight ("chance" or "odds" if you prefer less technical terms), so you are definitely going to be getting the white entries a lot more often than the rest.
And while it's not rigged in the way he thinks, the amounts and weights are definitely made with that in mind.
You don't "need" to purchase AP with real money as long as you keep playing and don't go for consumables until you have everything else you would want, but a single purchase can get you quite a bit of AP, more than enough to have some impact (inventory slots, macguffin slots and so on).
