Tier 3 Journalist

Something seems wrong with the Tier 3 Journalist ability. I don't seem to understand what it does. It's either bugged or I'm missing something.

The level up tooltip says something and after you level up the ability icon says something else. It doesn't seem to work either way.

Any thoughts? I hope the devs are watching the forums. If not, point me to where I can report this if it is actually a bug and not a misunderstood mechanic by me.

Just to close the loop on this, there is a bug with Tier 3 journalists that will be fixed with the next patch.
