They are not the exact same.
Overlord is the base game.
Raising Hell is the expansion for the game.

This was how they did the DLC's for games before they updated steam to the current system also, I believe they made it so that Raising Hell act as the default startup when both games are in your library.

You can find the expansion content in the game after you kill off every 2 bosses by returning to where you kill them I believe as well so, just start up the game &, go wild!

Yes as there really isn't any reason to not play with Raising Hell installed as, it only adds in optional areas to the base game so there is no benefit to only playing Overlord.

They are portals to a new area that appear after every 2 bosses that you kill.
They are pretty distinct & each one acts as individual puzzle/fights as well as giving some more story.

I highly suggest going into them.

even at low levels? cool thank you.

kinda of an idiotic thing to not include into base game but whatever.

As I said this is DLC for Overlord &, at the time this game was on steam they couldn't add in DLC's like they do now so, they had to set it up as a "second game" to be able to give the customer the content.

Sorry for deadpost, but this is the first link from "overlord vs rising hell" google search.
To play "Overlord: Rising Hell" you must install both "Overlord" and "Overlord: Rising Hell" at the same time.
If you just install only "Overlord: Rising Hell" and click "Play" it will give you an error like "Cannot find file Overlord.exe".
If you install both "Overlord" and "Overlord: Rising Hell" starting any of it will start "Overlord: Rising Hell".

Overlord is the base game
Overlord: Rising hell is the DLC for it, which expands the game with optional locations.

If you install both of them, you will have access to all the content both from the base game and DLC in the single game, which will be launched from Play button on both games.

It's Raising Hell, not Rising Hell.
