Excuse me but could you elaborate.. ?
I have run into this issue and tried what you suggested. I can confirm it does not work.
1. Fresh install the game and be sure to delete any remaining profiles or saves.
2. Enable launch as administrator option for the game in the install directory. On the launcher.
3. Disable any antivirus that might be stopping the game from being able to write to the folder where your profiles are saved.
4. Create a fresh profile and a new game.
5. After the intro cutscenes and before you walk down the stairs to summon the first 3 minions press escape.
6. Under options select "change save slot"
7. Select the second slot in the list instead of the first. They will all be empty.
8. Re enable your anti virus if you wish. I'm unsure this has any effect but it is just precautionary.
This worked for me. Changing the save state after this point has no effect. It must be changed before the first auto save attemp I guess.
If anyone knows how to stop it from freezing the PC when you alt-tab on windows 11 id appreciate it.

once the save file has been made then i install the expansions and then i can save with no issues.
You need to make the initial save on the Vanilla game once it saves then you can install raising hell.
