That's what happened with Rome II, it sucked at launch, people hated it, and CA thought they should jettison it and replace with Atilla. However things didn't work out as people didn't go for Atilla and still kept playing Rome II, because they loved the Roman period THAT much. So CA decided to hit Rome II with defibrillator and put Sofia on the case, the DLCs did well and thereby Rome II was saved.
That's why they Sofia it, because it already had a good installbase. If CA wanted their new studio to salvage a failed TW, they'd have given them ToB.
Then everyone used it to attack CA.
If even half the people who cried about CA cancelling 3K had actually bought the game and supported it, it wouldn't have been dropped.
