I am stuck here as well and about to give up this game is so bugged and frustrating I've had to restart the whole game twice now I've used the moth sense on the dog the resteraunt 20 times and nothing is happening I've looked everywhere I can't progress.

I'm stuck on this section too. Not because I can't startle the dog, but because Andrea won't spawn in the area. I only have Ashmann and the other woman stalking me. Andrea is nowhere to be found, so no matter how many times I startle the dog NOTHING happens because you need Andrea to interact with the dog. So I literally can't proceed.

I could try and start a brand new game to see if anything gets fixed, but i can't be bothered at this point.

Did this happen after loading a save?

I had a similar issue in a later scene where after loading a save, two characters failed to spawn (Andrea and Elisa)

No. I should also mention that i've been unable to level up my skills at all too (nothing happens when i try to, despite having x 130 moth keys) So it could be my entire save is just extremely bugged at this point.
