Anyway... You can't activate it from boxed CD key because it wasn't a stamworks game but if you find a STEAM key somehow or someone with steam gift then yes, it's still possible to activate it.
Steam can't run out of keys. [in case someone fall for that trolling ;)]
In terms of the theory that "steam ran out of keys". The game doesn't even use a cd key. And it lacks multiplayer. So there really isn't an excuse for why it has been taken down other than most likely a rights disagreement.
Also, GOG is attempting most of their deals with license holders itself individually other than waiting for their offers like Steam.
with that said you can likely get a copy through trading or grey market sites
But why?
Presumably for people who fancy playing something similar.
I'd agree the 'similarity' of some of those games is a little debatable but they're all decent frantic horror titles and none of them are bad (at least the ones available), so I can't see any issue.
