Do you need to pay to 100% all the achievements? The short answer is no, but you'll have to play The Covenant on mobile or another platform.
Longer answer - Adventure Escape Mysteries has been a popular free to play game on mobile when we decided to bring it to Steam. After launch, some players said they would rather pay for the game, so when we updated the game to include Trapmaker 3 and The Covenant, we made The Covenant a paid upgrade which made all hints were free and all chapters were unlocked.
It turns out more players did not like that The Covenant was paid, so the rest of our mysteries are available as F2P on Steam.
If you want to get the achievements, you can still play The Covenant on iOS, Google Play, or any other platform Adventure Escape Mysteries is available. It's F2P on the other platforms, so stars and hints will work like the other free mysteries. When you log back onto Adventure Escape Mysteries on Steam, you'll be granted the achievements.

And yeah, I'm not opposed to paying money for the games I play--I know how much work they are to develop--but as someone with 3,000+ games on Steam and who was dropping $0.99 for iPhone 1 games before the mobile environment became a freemium hellscape, I am much more willing to simply pay for games outright than to commit to buying an unknown amount of chapters or levels in a "free" game.
This is not true. I have my account linked between Steam and Android, and playing The Covenant (or any other adventure) on Android does not unlock achievements in the Steam version.
