Trapmaker 2, Chapter 3 TV Wire Puzzle

Maybe I'm not understanding the mechanics of this puzzle, but it seems like I should have lit all of the lights up, but every time a light is connected to my most recently touched piece it doesn't light up. When I touch a new piece of wire, the one that previously didn't work now does, but the one I now most recently touched doesn't light anything up. Is this a bug or do I not understand the puzzle?

Additionally, if I keep rotating a piece of wire sometimes all of the lights randomly turn off. Is this another bug?

Nevermind, I didn't realize that wires couldn't go over resistors until I used the hint because the lights still lit up even when you went over a resistor, it just won't let the puzzle finish

Yes, make sure the wires aren't on top of each other/a resistor because the lamps will still light up even if they are on top of each other/a resistor but the puzzle will not solve.
