Report a translation problem
After turning off the cloud saves, go to your AppData, and remove the save files. This should keep them out while you start the game.
If Steam is still insisting in loading back the saves, you can launch the game, then (while the game is on) go to your AppData, and clear the saves.
Removing saves is going to be added into the game very shortly! :)
However, when you start the game, I am seeing slots 1-3 and 5 filled up. Now when I click on one of the ones that there is no file for, it does start a new game, which is very encouraging, but the UI makes it seem like I don't have anymore save slots to use.
I am fine with everything at this point, but I did want to make sure that this was seen as a UI bug.
