Just pretend the second option does not exist on first Reisen encounter for now (unless you have the gold handbag of course, then you do not care).
You will lose the achievement getting for resolving the incident perfectly, once implemented, and no, it does not block progression...much. I think you will not get the "difficulty clear" tag on the difficulty of a character.

There's always a 1 in 3 chance to get it as the very first event you visit in act 3 is rolled from 3 possibilities: Doremy, Suika or Watatsuki. But there's a way to know in advance if you'll get Doremy. If you encounter Futo before Reisen in act 1 she can tell you what the first encounter in a3 is gonna be.
So it's possible to visit as many events as possible in a1-1 and a1-2, hope for Futo to confirm that you'll get Doremy for the current seed, take the other exhibit from Reisen and skip most of the act 3. Well, it's possible but, honestly, I've never done this in 300hrs of gameplay. Just pretending that the second exhibit doesn't exist is so much simpler.
Yeah, it is so RNG based, screws you in the process and there is a high likelihood Seija will destroy you, unless your deck and exhibits are perfect by the time this happens.
