I'm pretty sure there is no level requirement, but I've done the Christmas event before. You might also look for a snowman in the area south of the tavern, and to the left of the miner's camp.
Most likely it is a bug. Exiting and restarting the game might maybe help?
Relaunching fixed it, thank you very much. :)
But now the portal has vanished, the decorate-the-Christmas-tree quest isn't there anymore and the customers don't wear Christmas clothes. Is the event in a certain season? I thought the event ran for real life days? Restarting the game didn't do anything.
My game started loading with the normal screen, with grassy fields and a parrot on the sign, so there might be a bug. But my game switched to snowy with an owl on the sign just before finishing loading. The portal was there, so the event is still going. I think we get another week or two.
When you first launch the game, is there snow on the picture of the tavern, and is there an owl on the sign?
You might restart Steam to make sure you have the latest version, and if it doesn't download a new version then Verify the files.
Also make sure your computer has the correct date.
I'm dumb, there's literally a button on the left lower corner of the loading screen to toggle the event on or off.
