Have you lit the fireplace?
Every table has a table?
This makes the large 6-person tables far better than the others.
While standing Candelabras give more Comfort, they are terrible at lighting tables. They seem to have to be placed directly next to the table to give any lighting effect for the table. Since they block walking, that means you either end up with paths between tables blocked, or having to spread tables out even further to make room for them.
We really need ceiling-based lighting, or low-obstruction support beams we can mount torches/wall candles on.
I think so; while you are in the room, look at the room status panel in the lower right of the screen to see if the game thinks so too. :D
The status panel has an icon for each requirement, and the indicator will change if the requirement is not met. However, you can't rent out the rental rooms if they're not lit, so if you can rent them, you're OK.
For the dining room, put one candle directly on each table (holders optional). That is all you need. Any other lighting you add is for your own aesthetic enjoyment; dining room customers only care if the tables are lit.
