How does the magical broom work?

At first I assumed it prevented dirt on the floor or something, but so far nothing seems different, and having it selected doesn't allow me to do anything either?

you have to place it on the floor

As Bulletproofsoul said, you need to place it, the same way you place other furniture, by entering Build Mode.
