Is this character part of an encounter in the game, or perhaps to be added in the future? Through conversation with NPCs You hear about a few characters in the city that were part of his entourage and you can go and ask them about him (I remember Gurgulla, the mutant lady with turnip hooks-for-hands was one of them).

They also seem to imply if you perform certain actions you can meet this character, but I never tried and don't precisely remember what these actions were. I think they implied you had to get wasted on Moonshine in the middle of the street at night.

Anyway, has anyone actually met this character?

The street sweeper in Kolotushkin Street also talks about him, but I don-t recall him giving tips on his wherabouts... perhaps there are more NPCs that say something

This looks like an incomplete encounter. There is also the turnip child quest. I am hoping that somewhere there might be a church of the turnip in Trudograd. It might be a good random encounter or hidden location.

I think the whole Church of Turnip is an inside joke, In the the first game we had beetroots, now we have turnips. Most likely in the next one we'll have religious wars between churches of Beetroot, Turnip and Potato.

Pretty sure it's just a cheeky reference to Planescape Torment's main character, the Nameless One.
Not an actual person you can meet.

Could be, if it weren't for the way certain dialogues play out as if it's possible to actually meet him. One of the characters specifically hints that you could meet him in any pub at night. So it sounded like a random encounter, possibly based on the Luck stat

The street-sweeper mentions the Philanthropist. I'm curious if there's dialogue with him about it, but unfortunately I caught that tip after I already completed his questline.
