Do I need to play the first one for story context?

To a small degree kind off, some of the spoilerish mentions about the first game can sound quite strange out of context. It's not super dependent on what you did in the first game so you can play it by itself if your heart is set upon doing so.

Main downside is your imported character from the first game would be stronger than the fresh start character in Trudograd. Strange serum use and some stat boosting distinctions from the first game carry over.

That said if you haven't played ATOM RPG you're missing out, it's pretty great.

I know you said you were already going to buy it, but I do highly recommend playing the first game before this one. You miss out on not having an imported character and there are a lot of references to Trudograd in the first one which makes playing the sequel a bit more interesting in that regard. There are also references to the first game all over the place with some recurring characters.
