Do not let players import their base game character stats !
Who told you it is a good idea to let meta gamers import their level 30 character into this game?

It is impossible to balance a game around level 15 and level 30 at the same time, it is absurd.

Let them import their character "choices" from the base game, such as who they saved, who they killed, which faction they destroyed, which switches they flipped etc. NOT their stats and skills !

Importing skills will basically make this into a DLC! Do not do that. Do not encourage stupid meta gaming culture that a small bunch of loud players are trying to push. Underrail lovers should go F themselves, trying to make this game into a brainless pure tactical combat game that only has combat to speak of and not much else. This is a good squad based role playing game, not a one man superman game like underrail or dark soul or some crap.

Force everyone to start at level 1, devs. Trust me. Do not play this "import high level character" game with your game. Do not do it, trust me. Save yourself real troubles.
just make new game dude, beside isn't this game single player?

This is more a consideration to save the devs a LOT of trouble balancing the game for both new and imported character. Of course this is a single player game, sure, actually it is because of this fact, why let people import their old pumped character full of skill points and perks? Just play the game starting from level guys!

i mean every player play games differently although i usually prefer play new game and survival since its fun. there was time that i just want to stack those stat up and crush every npc i can find.

Balancing its easy for 15 and for 30, only do some scaling of enemies, and all. You are write massive text with no any sance

If the enemies scale with the player then there's no feeling that the character is getting stronger, it kind of defeats the whole purpose of leveling up.

Without scaling you Will be fight 15-30level VS 1lvl? I dont think that it will be interesting

Start at level 1 like a real standalone game should have been. Import will encourage people to buy and play first game too, but should be for story reasons not for gears or stats, like the Mass Effect series.

Level scaling sucks. It breeds bullet sponges that break immersion.

Так уважаемый, это не отдельная игра, изначально об этом было сказано, это продолжение. Хочешь играть с нуля, проси чтоб тебе сделали возможность, остальным зачем такую гадость делать? Я хочу играть тяжёлым персонажем, против тяжёлых врагов, я думаю что не мало людей согласятся.

Listen. I have imported my 29 level character. As a result I'm fighting enemies with my bare hands, I don't need any weapon. But you know what? I'm ok with that and not going to complain. I realize that it should be so when you play as an experienced veteran. I knew what I was up to when I was importing my char. I wanted it to be so.
