I am up to 283 barter, and I have yet to see a single vendor get a persistent 100% increase in cash. Jacek had 8000+ once! just after I hit that +100%-cash-mark, but that seems to have been a fluke. It never happened again. and now he's back to 1000-2000 Rb. Just like all of the other small vendors that usually get ~1000 Rb on restock; they all rarely go over 1500. Blackmarket and Komissar stay fixed at 6900 and 4500 respectively.
And -except for Komissar of course- they all still take 24 h to restock, not every 12h as the distinction description states they should. I'll update this post when I hit 299 and see if my XP count starts racing. I saved up about 200k in loot for just that occasion^^
I also did not see any noticable difference between shopping with or without the V.I.P. perk, and trust me I save-scummed the heck out of them traders for top tier mods^^.
You'll figure it out. Vip does indeed make a difference, seen unused shields, combat armor, r700s, streloks, saigas, highest quality weapon mods, et cetera with it that are not regular inventory items. Granted this is a 15% chance to have a rare item and that rare item might just be a high quality weapon mod. So you might not notice its effect when it triggers it's more something you notice when camping the faction merchant/seventh heaven gunsmith to offload lots of fat loot.
Besides, the distinction says, Merchants restock in half the usual time, so all regular 24h-merchs should now function as the Kommisar does and restock in 12h, but they don't.
And about VIP, I'll give you that it might impact 7th Heaven gunsmith in terms of how many crazy good items he has in stock, but he always has some top notch gizmos, even withou VIP.
But Komissar has yet to deliver, nothing better than a Thread-1 scope or the -1 attack/+1 reload crossbow thing so far. One question though: Is the merch inventory tied to player level or to story progession? If i's the latter, it might explain why my faction merch won't spit out higher-tier gizmos...have deliberately held back on main story line going after sidequests.
The dude at 7th Heaven is a bloody awful shark. Offloading loot there is only viable with really high barter, and you still loose over a quarter compared to faction shop or street vendors. Same, but to a lesser extent goes for blackmarket (maybe ~15%). So, if you need the money, it might be more tedious, but at lower barter levels you will make more $$$ running around town and selling small bits here and there. I had a stack of 15 AK47s, would have sold for around 68k at faction shop, but only 54k at 7th Heaven.
