It´s actually rather simple, if you add cosmetic stuff later..

The thing is, Hometopia is supposed to give us a wide range of choices. That's Hometopia's selling point over other house-building games, and basements seem like a really basic feature, especially for American prototypes.
I can confirm that, in House flipper, even with the building feature (farm dlc), you cannot add a basement nor in the pre-existing houses or in the ones you build.
Hometopia is still in development, so let's be patient and i'm sure they're going to add it.
That's weird. As I said, I haven't tried it. Notably, Minecraft has always had basements, and sub-basements, and bunkers down to the bedrock. :-)
