Sheep only eat planted carrots

I only have the starter buildings and in the first Jan 1957. I have Fluffy, 2 sheep, and 4 chickens. My sheep aren't eating :(.

I have a trough and a bigger trough, each with fodder and I even put carrots into the small trough. I only lead them back into the starting outhouse and didn't assign them a pen. Did I need to do that first or do they need the bigger feeding structure (the one that holds hay for horses/cows).

Probably need the hay rack yes and fodder can go in to the rack as well
