Sweet Dreams Quest Stumped

I am stumped on the Sweet Dreams quest. I am supposed to build Thadeus three beehives.

However, I can't build on his property without permission. When I go to the mayor to get permission (which is really expensive), Thadeus' property isn't available to build on.

I tried picking up a beehive that I already made, but that isn't an option - only harvest.

So how do I proceed with this quest?

There is a spot against the house. By the corner to the left of the steps. It should show an outline position for each beehive when you are building them.
