Did you remember to click the tab in the top-left of the trade menu that says "sell animals."

You usually have to put the animals in a specific area for them to register on the trade menu

As SimoGlass said, there's an pen left of Peter at the state farms. You need to lead your animals there and leave them there before you talk to Peter. When you talk to Peter, look at your top left section of the trade screen and click sell animals.
