How can we cut or harvest flowers to make flower bouqets?

I don't think we can. You can buy them from Tekla at Anna's farm

u can buy it yes but when u do the quest for Annie , to fight with her Tekla is mad at u and then u cant buy flowers , tried to mend the friendship but wont work

Strange, it worked for me.. you have to wait a few in-game days to buy something from her again I think.
