I started taking screenshots of the locks I found in the game, with the line that displays when you click on them.

Found another one: from Wiggins Street, take the side street to the right. Then, when you're almost at Carpenter street, you see one at a wooden beam.
"The thing is to remain sober for at least one day".

Found another one. Directly on the edge (border) between grand saray and scaladio west of the grand saray east traveling point, where casino boulevard ends. On a fence after a staircase up (towards the church), reads:

"This is not an easter egg. Go away."

Found another one, elongate the back entrance of the legacy theatre, look for boats, on the far end of the canal you'll find a lock on a sewer gate reading: "I was here before the lockdown. Olya Sokolova."

Found another one Silverton Cobblepot Rd has an alongated path that curves away from it in the south east. There only is one house on that path, on a wooden plank next to the house. Reads: "We have to imagine Sisyphos as a happy human being."

Found another one.Miners end, north most part of beggar's rd (beggars rd is in the very north of the map :) ), on a house. Reads:
"The Name 'Dominskyi' sounds more like a fancy dessous brand, but then I became a games developer nevertheless." :)

Wow. These are everywhere...and I ceremoniously raise a glass to the devs.

With the amount of care that they put into these (which I hope were a sort of internal bug-check/final pass, and not just another added feature,) we can hope for better future content.
