There is a specific area on every map they're present where they usually hop around, you need to find a spot with good visibility on the surrounding area, crouch or prone there and wait for them patiently. Try not to move around because you might scare them away before even noticing them. Always crouch or lie down, and don't have the dog with you! This is important.
TruScore Gaming channel on Youtube has a very good general tutorial on rabbit hunting, and a video for every single species as well, including their locations. I suggest taking a look.

At this point, for me, it's the most annoying thing in the game. Suprisingly it also happened to me that just this element makes me desire to close the game and never open it again until they would fix this. However, I would like to think that the developers themself were been able to hunt these little monsters when they were developing the game... So at the end, I open the game again and try different aproaches.
Yesterday, I've tried this specific aproach that you suggested before I read your comment. When I read your suggestion, at least, I was happy to think that I was thinking in the right way.
However... I couldn't hunt any single rabbit or hare. I'm trying the approach in Pawnee Meadows, mostly beacause there I can see the animal. So I see it, but this little monster doesn't stop anywhere and it's always far from my shotgun (200m or more). I layed down there for an hour waiting and waiting and waiting... The closer that I were (the day before yesterday) from a hare/rabbit, it has been when I was waiting in a tower and it arrived at 150m, but I don't know how to shoot from that far with the shotgun, so the animal ran away.
Another thing is the fact that the pointer dog should help in this stuff and not ruin this kind of hunting. I'm not a hunter in real life, but as far I can understand, this kind of dogs help in these matters and hunt a rabbit or hare doesn't seem a nightmare in real life.
The funniest thing is that when I don't carry a shotgun, some of them cross in front of me at 50m...

If you keep every rule they usually come as close as 30-40m before getting spooked. With a 20G shotgun you can safely make the shot at 50-60m.
Keep the animal highlighted with your gun and if the marker starts getting yellow slow down and crouch. Have low visibility clothing on, the wind also should be in your fever, however, rabbits aren't famous for having good smelling, but their hearing is extremely good. I found this simulated pretty well in the game, that's why you need to crouch when close to them.
I agree on the dog thing, they should be helping but my experience is that other than retrieving ducks and geese outta water they just mess up things. They scare game away before pointing at them, I pretty much gave up on using them until they get tweaked.
