Can someone explain Echo Wall?
"When an enemy attacks, any damage they inflict will be reflected back. Ticks down... etc."

When should I play this card? Does this create delay block, or just attack your enemy (single, multiple?) for your next turn's threat value?

Play it when they're about to deal (direct) damage to you on the following turn (the next turn threat shown on the bottom of the center UI thingy). It's as simple as "enemy hits you for 20, they also take 20 themselves." Adding more than 1 Echo Wall makes it last longer - it's pretty viable with a black void stone in a stoicism or such to find yourself having it up for most of a fight.

The word "reflected" probably should be changed, though, it sort of implies it has a defensive benefit.
Alright, that answers a lot of my questions.

So, do I need to take threat "damage" in order to reflect damage back? E.G. can I mitigate using delayed block? Threat can be pretty spicy w/o delay block.

Yep, delay block away. You can also boost the damage itself with vuln on the attacking enemy.

You can mitigate with delay block and block. What you'll do on your next turn doesn't change it - the Echo Wall happens the instant the enemy hits you with a direct attack. The only things that'll reduce it are Weak and Slow, since they straight up reduce enemy damage output.

It tends to be pretty worth it overall, the down-sides are that certain fights have their main threat come from non-damage combined with that stacking a lot of Echo Wall doesn't do anything immediately useful. Mixing in it a bit of it works for pretty much any Monk run, though

I thought they took the damage at the same time you took the damage, meaning that the only way to benefit from Echo Wall was to actually suffer damage to your HP bar. Because if I reduce or negate the damage, they are not really "inflicting" it on me, just threathening to do so.

So, yeah, the description is a bit suboptimal. Maybe it should say "the damage they are threathening to inflict will turn into an attack value for you"? Still a bit rough, but maybe easier to understand?

"turn into" sounds like it negating it again.
Something like "Enemies take damage equaled to any threat damage they add" could work maybe.

Part of the issue is that "threat damage" would sorta be inconsistent. "Deal damage" in the game just means "add threat". For people who've been paying attention to the language, trying to make it extra-clear in this case might confuse others by being inconsistent, so it's a bit of a toughie.
How about "Enemies take damage equal to any threat currently displayed in the threat bar"?
Doesn't echo wall still trigger for all the threat you have incoming (from their attacks, anyway; this is important to keep specified) no matter how little or much you block? If it says "displayed" then that is telling you that blocking all of it would cause all of the mirroring to vanish as well, because the displayed threat would be zero.
