can't place a picture

in 2012 where there's only a bedroom and bathroom, there's a photo that sticks to the cork board but it's outlined in red still. i've tried putting the photo other places. i don't know if this is a bug or i'm just not getting it right

This is not a bug but intentional. Try to place the picture inside the sideboard and the red outlines will go away.
Reason:
It's a picture of the main character with her ex-boyfriend (that's also why there's a pin inside his face) and it's the game's way to tell you that the main character got over that relationship.
