12/13 Fortified Locations - what am I missing?

According to the wiki for The Falconeer on Fandom-com there are 13 Fortified Locations:

• Crackernet
  
• Elias
  
• False Star
  
• Ichtys
  
• Libertum (west of Basilicus Primus)
  
• Libertum (Silent Sea, north west of Westgate)
  
• Lost Flames
  
• Mundi
  
• Oceanus
  
• Sarsark
  
• Socklus
  
• Swaggert
  
• Wright

I can see all those 13 icons and names on my own world map.
But the text overlay on the world map says "12/13 Fortified Locations".
What am I missing?

well the double libertum you already got..

I suspect there's just a rounding error/bug at work. so best to disregard..

hahaha, it's hard and you gotta keep making new games to pay the bills (check out bulwark if you are into a freeform sandbox builder in the same world , only 40 years later).
