The easiest move to punish is the Chain Sphere cage since he won't move throughout it's whole duration. Next easiest move to punish is the Ghost rockets if he starts it close enough for you to hit, since it fires wide.
During phases 2 and 3's startups, he'll summon turrets which fire at you and start doing his big attack, I suggest picking them off before reingaging him, also during these phases, he'll start consuming the bookreaders to heal, you can either keep up pressure by attacking him to negate the healing, or you can take out the bookreaders. He only has the four, so if you think you're in a good spot to fight the war of attrition, you can let him consume them all in phase 2.
When at low health in phase 3, he performs his panic move, and only his panic move, where he'll move around and sweep a laser across your position in a fan motion a few times, then recharge and do it again.
Also, try to stock relics firing projectiles on successful dodge. May come super handy in clearing the turrets spawning in-between phases.
Also, I would recommend going all-out durring his last phase. Just keep enough lives\HPs for that. It seems waaaay better than trying to dodge
