Yes but not always.
Create your plant area, put seed in hand and plant seed, water number of required times or fertilize, after plant is harvest-able it will go to seed. When the crop or seed is as far along it's grow cycle as it can be, the hover-over will read "withers in X" 'X' being the amount of time. Withered plants have their purpose. There are lots more tips to Agriculture but I'll give you this one: the best way to level agriculture is through grains, barley, and wheat, at their respective levels--harvesting with a high quality sickle.
@Vincont, care to elaborate more about "more tips to Agriculture"? This is one of those skills that can really use a guide (unless, like in most other games, these "tips" are closely guarded secrets).
For example, I see on the tooltips something about germinating. I'm not sure if that is the process of utilizing fertilizer to get seeds. I read that some things, like strawberry seeds, are hard to come by (tip: there is a quest when you get off the starter island on the task board at the tavern that I saw that, when completed, gives like 30 strawberry seeds).
And thank you for that link, it's very helpful. Regarding fertilizer, where in your chart would that fit in. Is it an either/or proposition? You either water or fertilize? Or can you do both?

As far as tips, there are just so many spanning the whole process, that it would take a whole lesson to explain it all.
For example: it has been observed that you will receive more corn seeds from a 2x2 plant area than a 2x6 when comparing seed to seed ratio. I believe it's around 40-60% more seeds, but I cannot remember the exact figure.
Another tip: Grape plants need to be harvested regularly or they will die.
Another tip: Planting fruit trees with fertilizer will maintain the effects of the fertilizer perpetually.
So on and so forth.
Fertilizer is used in place of the first watering and the following, if any, will require water. Take heed, fertilizer may cause a higher level requirement to harvest. If this is the case there will be a note on the fertilizers. Some fertilizers will also increase the chance of new seeds, i.e. root crop to carrot, cereal to barley, respectively.
