I have the same issue, both on my laptop and my desktop. Dualshock4 connected via USB cable.
I used to have DS4Windows, at first I thought that might be an issue.. but I deinstalled everything including drivers.
Steam correctly recognizes the controller as PS4 as well, started in Big Picture with playstation config support enabled. But the game settings show XBOX controller and buttons. There has to be a way to change this?
Start steam in Big Picture Mode. Go to Library -> F1 2021 -> Manage game -> Controller Options
Set "Steam Input Per-Game Setting" to "Forced Off" and restart the game.
SOLUTION:
1. Open Steam
2. Open "Settings"
3. Open "Controller"
4. Open "General Controller Settings"
5. Uncheck (yes uncheck) "PlayStation Configuration Support"
Load the game and it should display buttons as PS buttons.
