Leveling up your liscense lets u gain access to more vehicles. The game is subscription based. As well as you have to buy most cars and tracks youd want to play.

iRacing has a licensing system, thus you have to earn and unlock the proper license level to even use applicable vehicles. Then you must purchase said vehicle and the tracks associated with said vehicle's racing events. Also there is a subscription, as stated previously. Literally repeating the answer already given.
