I also dont care about online and race primarily in career mode.
The new story in 21 is not really worth it, but the career and My Team career mode is slightly more polished in 21.
But to sum it up you should get 2021. Even if you only want the career mode, it's way more fun in 2021. I know you will eventually checkout multiplayer, and they have lobbies that nobody can crash into each other if you go into the Beginner Friendly lobbies. I'm experienced and I even go in those lobbies just to have a clean race.
Anyway I way over-answered your question but yeah go purchase 2021, it's poppin' right now and you should be here while it's in it's time.
Edit: Yeah the extra content is called Breaking Point and it's some alternate scenario based story mode thing, just fired up my game and read it's description.
Edit 2: Whoops, didn't realize the game is 30% off only if you own F1 2020 already.
More bugs are fixed (read the 21 forums, so many players have huge issues still. You do not see that in 2020.).

So 2020 is cheaper, less bugs and unless you really really want a coop championship (I do btw, but it is so buggy, not worth it yet.) Best things about recent games is the My Team mode, and 2020 has that.

F1 2020 has some classic cars, some challenges, and the Vietnam race track which F1 2021 doesn't have. F1 2021 has about a 5 hour story mode (not exactly worth it unless you really like stories), 2 player career modes, Imola, Portugal, Jeddah coming soon and I believe but am not sure Turkey will be coming as well. IMO F1 2021 has very pretty interface music unlike F1 2020 which doesn't have any music.
The AI, cars and tracks are significantly improved compared to 2020.
in 2020, the AI doesn't deviate (much) from the ideal racing line, whereas in 2021 they'll squeeze you off the track to defend their position or torpedo through the inside if you leave a gap and they make mistakes without being forced into them by the player.
always take people's complaints and praises about car handling with a grain of salt because it's mostly subjective.

2020 definitely seems to prefer a very rearward brake bias, is that what you mean?
@OP, to contradict myself, to some extent, I did not mention tracks. I didn't have chance to play the newer tracks in '21, but I know from other games they are very fun tracks. (Have not noticed a lot of positive comments about them tho in the forums, but they must be better than Vietnam). Otherwise I stand by my original idea of get '20 cos it is cheaper and has less bugs.
If they fix the bugs in Co-op career then get '21, if co-op is fun for you. It is for me.
If the price is not so different when sale time comes around, Probably get '21. Judging from the comments about their bug fixes simply reverting to 2020 model, there will not be much difference apart from a bit less DownForce in '21.
If it doesn't work immediately, refund and get '20.

In F1 2020 you always use brake bias at 50% because the rear never lock up and after 1.12 patch F1 2021 does the same
