Therefore you must do fuel management during the race or you will run out of fuel. i.e. you must coast and not just accelerate 100% all of the time.
Fuel consumption isn't broken, it is the F1 rules and regulations which differ from 2020.

try short shifting lower revs and lifting more often should save you more fuel.
on F1 2020 without adjusting fuel i would normaly over fuel by half a lap for a 50% race.
On my first MY TEAM CAREER in F1 2021 i had to put +6 laps in, i was shortshifting and i was lifting around 50 ~100 meters before my normal breaking zone into almost every corner, and still i only got to the end because of a safty car that allowed me to save fuel, something is off.
I can only assume it is something to do with "Some" players usage of manual gear changes that is causing this for the few people. Maybe try just 1 race on auto gear box and see if you still have a problem?
Is it suboptimal? Oh yes and you'd likely be slower for it and be kicked from the team due to crappy driving but that's why we have difficulty levels since most of us (all of us) aren't world class drivers nor do they have a desire/time to improve themselves. Just let us be crappy.
Just wish they'd give the ability to change back in, at least setting it to lean. Yes, it's not in the regulations but neither is traction control, automatic braking among other things and that's still an option. Mind you I'm hardly 'bad' at 100 AI skill on average and don't use most assists but I don't have much fun constantly thinking about fuel saving methods because the game doesn't work as it should when it had a setting that let it work before which the regulations removed.
