Angelic Helm of Mastery

Has anyone been able to acquire this? I’ve only ever seen it at the Knights of Diamond Order camp, the very first time you enter, after joining. It’s been available every time but it requires rank 4 so it’s impossible to get until later. I’ve come back to the camp so many times hoping to find it but it has yet to resurface. I’ve wasted hours quitting and restarting, and going straight to the camp. The inventory changes each time, but still no helm. Starting to think it’s bugged.
