Pay to win and paying to stay ahead is all that matters here. It's a quick cash grab and most people will quit when they see what happens at lvl 40.
So first no one is level 40 yet, so dont pretend that you are level 40 and know what you are talking about. (Ive been playing since the start and hitting the cap every day, there is physically no way to have reached 40 by this point).
Second, this isnt pay to win if you are with an active corp that does missions and infections together daily. You get a crapton of resources from both doing the corp missions and clearing out infections near your base. You get some points for controlling systems and if everyone is active your corp will rake in the intel required to start more corp missions.
Playing the gala market can make you a ♥♥♥♥♥♥♥, getting tier 2 blueprints from wormholes can make you a ♥♥♥♥♥♥♥ of gala but once again you most likely will need a team for this as its competative. You use that gala to buy more resources and push up your ranking faster.
Now all that being said its not hard to find an active corp, almost all the corps are recruiting so its up to you solo players to look around and find a corp you want to join. Message them say hey I was interested in joining can I get on your discord and talk to you guys. If they see you are a nice guy who is active they are probably going to snap you up.
If you are a lone wolf who hates doing anything with other players, ya you are going to be at a disadvantage, but otherwise you can get quite powerful just by working as a team. Talk to people see what they are doing to get resources and gala. There are tricks to this game.
Edit: Raiding also gives you a ton of resources, plus knocking out other players is a lot of fun.

That isn't remotely accurate for end game. We're in the middle stages of the game currently where things are still affordable and ships can be replaced. Again, you have no idea what sort of wallet warrior end game awaits and doubt me all you want. You will see in time.
Gala directly comes from daily quests or paying money, both requiring people to continue playing. That source of income dries up. Ammo already became less profitable, no longer being bought out at maximum value by the whales, and other items are starting to fall off. You'll see by the end of the second month that the trading post is a ghost town as it became in the testing cycle.
End game demands T3 ships to raid the 49 prosperity towers. These are not easily replaced with values upwards of 50 million due to the cash shop/rare farm items they require to develop and the market control implemented by the developers to ensure high tax revenue on sales. You WILL find the game nigh impossible to maintain within a few weeks. It's the same formula many games, including the ones listed, make use of to put phenomenal pressure on players. The difference being that even a free to play noob can make progress in SWGOH if he grinds daily but in Second Galaxy pirate packs can raid your ship mission and make you lose progress.
Again, this is not up for debate. It's been seen before last year, this past summer, and will repeat itself again. This is just a beer and pretzels game, not to be taken seriously as EVE Online, and once the honeymoon phase ends people will begin phasing out -- as is already happening in my massive alliance. Each corp controls multiple solar systems but if you think resources are the bottleneck you haven't seen anything yet.
