I've checked both situations you've described and I did not find any errors in the live game, so would be nice with a screenshot of your situation.

To answer:
1) The AI evaluation for both factions consider the center tile (Throne) hostile if it is empty. If it is not empty, the King must be there, then only hostile to Attackers. Difficulty level on the AI matters though, on how good the AI is at understanding it is in danger. Also, the AI might consider loosing a piece worth it, to gain a positional advantage instead.
2) I've tested many situations like the one you describe here. I did a specific test, recreating the situation you describe, by trapping the King on the board edge with 3 Attackers, then capturing the rest of the Defenders. As expected, the Attackers won the game since no Defender was able to move.
If you find a situation where a Win condition should occur, but instead freezes the game or gives unexpected behavior, please take a screenshot and I will take a look at it.

I'm sorry to hear that you have an issue.
We discovered a bug a few months ago where a players save file got corrupted somehow.
I think this sounds somewhat similar, where the turn counter is not moving because the game hit a breaking error when trying to read/write to a file.
Please try to delete save files. Yes, this will mean you loose title unlocks and any saved games you have, and i'm so sorry about that.

Delete all the files with the .odin suffix in the Diamond Sky Games folder.
Please tell me if this fixes your problem or not.
If it doesn't fix your issue, i'll need to take a harder look at it.
I've been working on an update improving the codebase and catching such bugs better, but its not ready yet.
