Very Laggy Windows 10

Game runs at around 2-3 fps on the menu, going to settings and it runs fine... Then back to menu and its slow again.

Yes, I had the same problem on an old Dell Latitude D630. I also had repeated problems on this laptop with the video driver failing. I installed Windows 7 Pro 64bit on the Latitude, and Obulis runs fine on the driver supplied by windows update. An extreme fix, I realize, but I don't use the latitude for much other than email and shopping. And a few little time killers like Obulis. I never figured out how to fix it on windows 10.
