Judas' ability to absolutely wreck early floors via BoB is ridiculous, circumventing the usual bad start due to miniboss rolls or hard boss rolls. Book of Belial also gives an inherent chance for Devil Rooms, adding to the no-damage bonus for each floor which makes him prime for Guppy playthroughs.
I had thought the 25% chance to find devil rooms didn't apply to Judas since he already starts with the Book or Belial. I could be wrong, however.
For the most part, I do (except when fighting Widow - I hate Widow so much). I just listed it as a factor that affects the effectiveness of Judas for discussion c:
Isaac is nice because of the D6, Cain is nice for good pills, and Maggy has lots of hearts to make deals with the devil (though I can't stand that detrimental speed stat :v). If you get either the wafer, the mitre, or the relic, then a run with ??? is quite easy as the wafer makes deals with the devil cost only half a heart since ??? has no health. Eve... if I get the razor blade/IV bag and the mitre/relic, then I can have a decent run. Without that, it becomes so hard to get through dungeons. Samson... eh. He could be better. My character list would have to be Isaac > Judas > Cain > Maggy > ??? > Eve > Samson.
