How to screenshot?
I see a few people like you putting up screenshots of this game
don't tell me F12, when opening the game, it doesn't actually pops up saying that it's connected to the steam community meaning you can't do SHIFT + Tab and stuffs like that. So I'm just wondering of how to solve this

You could print screen and paste it into paint or something?

In your steam library, right click Binding of Isaac > Properties and under the General tab is the box "Enable Steam community overlay while in game" CHECKED? If it's not, enable that. And you said you don't want ot hear it, but by default, the screenshot key IS F12. it can be changed easily in the steam settings menu to whatever you want but it's F12 by default. If that doesn't solve your problem, I have no clue what's wrong.

the steam overlay doesnt work with binding of issac its a flash game not a directX or OpenGL game because of how flash is setup its not compatable with the steamoverlay.
to take screenshots you need to download the free trial of FRAPS and save a screenshot with FRAPS

1. Use an external screenshot software
2. Use SpiderMod if you have WOTL DLC (Easiest way IMO)
3. Use the classic printscreen & saving on paint
