What am I missing here. I have the achievement for defeating 12 FOE's. One of them is recruitable, which I defeated a while ago. When I go back to defeat all 12 FOE's to unlock this particular achievement (Have no FOE symbols present at once), the recruitable FOE does not respawn. So at best I am able to defeat all the other 11 FOE's (I am doing it in 9 dungeon runs, well under the 13/14 mark). Does this FOE not respawn? Am I permanently locked out of this achievement now? Or is there another FOE somewhere that is preventing me from getting this achievement? Perhaps a FOE in postgame content somewhere? Thanks!

The recruitable FOE does not count towards the 12 needed matter for the achievement you're talking about.
Did you encounter the FOE that can be seen from the 16F warp already? All the other FOEs aggro you so you probably encountered them before, but that one doesn't move towards you.

I have. FOE floor count. 2, 3, 4, 5, 7, 8, 10 (x2), 15, 16, 17. I assumed the recruitable one on 6th was the 12th as I already have the achievement for all 12. But if it's not then I beat another somewhere and I can't for the life of me remember where. Although it's not in my bestiary in the list of FOE's. Perhaps I truly am missing one and yet the recruitable one counted towards the total 12 count by mistake?

Well I worded that ambiguously, what I meant is that the recruitable FOE on floor 6 does not respawn and thus does not matter for the achievement which needs no FOE symbols present to unlock. It obviously counts as a FOE beat for all other purposes, so you beat 12+ FOEs but missed one when doing the consecutive dungeon dives.

There's 2 FOEs on floor 5, the Siren and another lamprey serpent. Your listed floor count makes me believe you might've missed that.
