Report a translation problem
(1) Make sure if you purchased one of the 1E update packs you own the underlying expansion (For example, if you got the Seaside 1E Update Pack, you need to own the Seaside expansion for it to do anything other than show up as 'owned' in the store section).
(2) Make sure you are online in steam.
(3) Make sure you are logged into steam with the account that purchased the expansion
(4) Make sure the DLC is purchased and active. Steam Library / Dominion / R-Click Properties / DLC - Should have a checkmark next to the expansion(s) you've purchased.
(5) Make sure you launch the game via steam (not through Windows explorer).
If all these are true, then you should be good to go. If you launch the game it should show as Owned in the store listing.
If not, that's very surprising, and might be a steam issue. You can send us a screenshot (info@templegatesgames.com) of things that validate each step (1)..(5) and I can try and see if there's anything surprising. Alternatively you might contact steam support.

Bought 3 DLCs in excited anticipation and cannot get them going. Checked all points as above.
The DLCs show as owned in the in-game Promos&Packs, but not in the Expansions section. Due to that, expansion cards are not accessible in game.
Steam reckons in their support section:
"Unfortunately, Dominion - Intrigue: 1st Edition does not utilize Steam to manage its items. You will need to contact their Support Team for any questions about your items in that game."
For that to do anything anything you need to own the Intrigue expansion.
(I had a typo above that said 2E instead of 1E so I edited the prev post to fix)
It was not obvious there were 2 instances - problem solved. "Intrigue: 1st Edition" sounded like the first version of the expansion, so I missed the fact there were several instances.
