Failure to perform first time set up on XP

I have read another thread about reinstalling, restarting steam, and validating the game. I have tried a few combinations and do not seem to be having any success. I am still unable to perform the first time setup. Is this a known occurance?

The following window opens then closes, seemingly without progressing.

I forget what I did, this was years ago ha, but, try updating all your XP related stuff. I believe that helped sort it out for me. Was confusing but a simple fix.
