The game has intent there, It's not suppose to be made to be easy to use.
Think of it like this;
Most games are generalists, they aim to please as many as they can. Working in whatever systems that everyone knows, so they can better do what devs want you to do.
Reciever, and many other experimental games, are specialists, They aim to make certain things harder, or more abstract, to create an experience.
If you want to pull "tap-W" from Receiver, Do it yourself, or mod it. The official support of it, does go against what makes Receiver more attractive to that idea It's constantly trying to show.
However, for the same reason that Echo Threats, and Toggle Crouch are options, I don't see why the "Shift To Run" option doesn't already disable Double-W.
However, I think the reason why so many people die from falling of the buildings is probably because the timer doesn't update when you're in the air. Usually you'd need to wait a bit before pressing W again to avoid sprinting, but when you jump, this timer doesn't update, so you'll end up running as you hit the ground again if you press W. This also probably applies for when you climb up.
E: to clarify, the issue IMO is not that it's a special mechanic that fits the game. The issue is that it often doesn't work as intented because you accidentally run. Sure, you can accidentally drop your magazine as you could do in real life, but there is never a situation in real life where you would run for three meters when you tried to carefully look over an edge.
So there needs to be a mechanic that prevents accidentally running. Something like holding shift to enable tapping W to run, or making it so that each tap of W increases speed slightly, so if you accidentally sprint you don't gain much speed at all and will stop as soon as you stop pressing W.
Sometimes, different is inferior to usual. That's the case with tapping W to sprint. What does it add to the game, strictly speaking ? It's just another way of doing the same exact thing that's already present in all FPS games out there : sprinting. It does not change the game at all. It's just a tad more tedious.
If people would come out and say "we want the guns to play a reload animation just by pressing R", complaining about the nature of the game itself would totally be coherent and a valid counter-argument. It would change the gameplay so drastically that the essence of it would pretty much die. You can't have an animation to reload guns in Receiver, since the game itself sets the mood by having to manipulate every part of the weapon. The same goes with people asking for the removal of malfunctions.
Now, with that in mind, can you tell us what "tapping W" objectively brings to the game, that "holding shift" would destroy ? Besides having clunky controls ? Even Wolfire devs included the possibility to use shift for sprinting, they just forgot to deactivate tapping W when players choose shift.
Basically, this mechanic is just assigning two features to one key.
Would you like games in general to combine "aiming" with "strafe left/right" just because when in a fight, you tend to use iron sights and strafe to dodge headshots ? That would be so different, and I guess everyone could get used to it. Wouldn't make it less annoying and uncalled for, though.
It makes running a commitment instead of a thing you can do casually like in Doom. It also makes it impossible to run backwards because then you'd just be able to bait drones much more easily.
They included this option because people would complain about it not existing. They just need to fix it so it doesn't conflict with W-double tapping, so you can choose your preferred style of control.
EDIT: Tapping W also takes up your index or middle finger which makes any complicated gun operation quite difficult. With a pinky finger you'd still need to multi-task, but I figure run'n'gunning would become much easier.
Toggling this option doesn't disable double tapping W to sprint.
Also, I don't believe you can use your weapon while sprinting, so... Either way, the "run'n'gunning" argument does not work that well.

People wanted shift sprint because it's way more practical and prevents accidental retardness. Some people don't want people using shift because they think it would destroy the game. A solo game. Which will most likely get mods. I say, those people are just obnoxious and are pulling the most ridiculous ♥♥♥♥ just to defend awkward gameplay design decisions that they personally feel are right... Truth is, shift or tapping, doesn't matter. It comes down to personal preference, and doesn't change gameplay a bit. Appart from making it more reliable, which some people think is bad for some reason.
I've never tried using the gun while running because of how difficult and unreliable it would be, so I had no idea it didn't actually work, but it's a shame it's impossible to use the gun while running.
Tapping the W key does take a bit more effort than just holding shift and does force you to think about running differently. You don't slide like in other games, you take a quick step with each press of the key to simulate how you would run in real life. It does give a different feel to it that I appreciate, and I think holding shift would be detrimental to this.
Nonetheless, I'm not forcing anyone to use double tap W. But at the same time don't force people to not use it. Just because you have problems with button mashing because you can't control the game properly, it doesn't mean everyone does.
