Bloodstar Overseers can never spawn in a game

just try unknown signals in shattered planitoid or hinterlands - it spawn one for me at first try.

Also if you pay attention to your Hive messages they frequently jump into whichever fixed instance you are in as long as it not mission specific and your not currently directly engaged in a mission. I just do the area farm (loot boxes/floating resources/ore mining" AFTER completing local mission or landing at merch etc. This gives them lots of opportunities to spawn in each area. In my current run through I am only in the second system and they are spawning about 3 out of 5 times. They also don't run away and are usually far tougher then most enemies of the same level.

The gear (when it drops) is usually worth it at blue/red/yellow Honestly the weapons are the best for close range battling when you have 3 bloodstar modules equipped

Edit: the ones that come hunting you have a far higher drop rate then the ones you find in the ceto region

I can confirm what seligak has said, after about 3 or so signals I found and Elite Overseer in the Hinterlands area. I had some web mines (EMP missiles don't work as well as they have an immunity for a duration after) and crafted a common pulse laser and carefully removed it's plates.

I am thinking that if you hang around in the Open Space region of Ceto doing HRA's &/or taking every "sub-light event" (is that what they're called?) that pops up you will see the Overseers soon enough. Tough to shoot the armour plates in a HRA, of course.

I have not conducted an official research study on that so don't quote me directly...

One last tip so this thread can retire:

In the side-mission "I Heart Scrap" there is a guaranteed Bloodstar Overseer. Just make sure not to obliterate her, as the player is likely to be over-leveled by that time.

Do you mean the Overseer who wants to quit being an Outlaw, orders the other Ships of their Group to cease hostility against us and asking us for help? THIS Overseer?

Personally, because iam a softy sometimes, i made sure they get the Job at the Scrapyard.
Hard, honest work instead of being hunted as an Ex-Member of Bloodstar.

That's the one.
I know, I "always" side with the peaceful solution too. But if a player is having trouble finding any Overseer, this is an option. The moral ramifications do not impact game outcome.

I do understand the issue. Took me some time to find them myself for the Challenge XD
I think there is a higher Chance of them spawning in Bloodstar "Core" Areas in Ceto. The areas in the South and West of the Ceto Sector.
