I think OP is correct, because I didn't see any blues until around level 10 as well. There was also zero blue purchase options in shops including ships in blue until level 10. At least that was my first experience with the game. Rarity is locked behind a level gate, which means that you would never receive any meaningful loot beyond what the game devs want you to. You can also see this with the rare tickets for harder enemies, the blue ones only drop after you hit 10th level. Surprise, we looked behind the curtain and found it lacking.
It's an interesting choice, but once you realize this is the case, it makes all loot drops trash. Once you have what you need you sell everything else off, and when you level you simply make new gear of that level to replace the old.
It's a bland experience with no chance involved. It makes the loot experience transnational, and emotionless experience. You're either converting loot into money or parts, either way once you've got a solid build down you rarely sway from that build, because there is no better loot to change you into something else.
I think that is what the devs missed out on, unique builds that come out of the game due to rare loot drops and players explore that new weapon or style based on the new loot. The current system kills exploration of different weapons, and gear.
a tier 3 ship can only equip 1 legendary item.
tier 4 can only equip 2.
so have fun with that.
Update: Challenge confirmed. I got my first Rare drop at level 9 from a level 13 mob. It dropped a level 13 rare mine launcher. Pretty sure that the drop rate for rares under mob level say 10 or 11 is pretty rare which is why most people don't see them before level 10 or so. I had to find a level 13 mob to get a rare to drop, but there is no level 10 gate.
Besides that I found a TON of level 11 uncommon gear at level 9 which could very well be better than any level 9 rare gear so I don't even know why it matters. Even if you didn't find a rare below level 10, you would still be able to find level 11 uncommon gear that you could then remove the level restriction that could very well be better. I won't even be able to use this level 13 rare until I hit level 11 so there's no point to a gate even if there was one which there isn't.
