Refresh ship dealers?

Is there some way to refresh ship dealers, or to tell how much time is left until the next refresh, or, ideally, to buy the ship I want without having to rely on RNG?!

I've been able to afford a T3 for enough to now be able to afford a T3+, and I'm stopping into ship dealers constantly in my travels but have had no luck in the shop happening to offer the ship I'm looking for (Interceptor ideally, but would also be happy with a striker). It's getting to be pretty irritating, would opening up ship dealers to allow purchasing all ships and tying tiers behind levels/game progression really throw such a wrench into the game balance? If I wanted a gacha I'd go back to Genshin Impact.

Keep pushing the story, eventually you'll get an ally whose perks make acquiring ships a LOT easier, and will also make T4 ships available when you master that particular perk.

Without any perks, how often does a ship dealer update the ships for sale? Is it time based or time in game based?

ingame time based
7 minutes = 1 ship
14 minutes = 50% of the shop
28 minutes = 75% of the shop
56 minutes = all ships

Later a companion gives you a perk to refresh every 10 minutes manually

There's a button for it that requires a very, very expensive perk to get and resets every 10 minutes, which comes after a rather long series of perks that also increases the number of ships available. If you are at a point where you can afford a T3+, you should probably have unlocked that companion, at least, though you won't be able to get that far in the perk chain for a while. Unless the selection is shared (could someone confirm?), the second perk will drastically increase the number of ship dealers you have access to as well.

It sounds like you are behind in the main story, and are running up against one of the mechanisms designed to encourage you to progress it.

Yep seems like it, glad there's better ship dealers on the horizon thanks for the info! Going to finish up these few side missions in Union and then going to do story until I find this person!

Not sure if this helps or not, but I saved after buying a ship, then accidently used my speed burst device strait into a giant asteroid... when loading back after death, the shop was refreshed with new ships.
