-it specifies "Outlaw Drones" as in literally the basic outlaw drone you find mostly in Ceto and Union

That one's easy, just emp the anti missile drone then shoot it with a missile.
As far as the kill 10 outlaw drones with missiles, it's pretty straightforward. As others have said just make sure they are "outlaw" drones and don't use corrosion missiles or rockets. Use homing or scorpion missiles.
And as they said before, ensure they are OUTLAW drones and not any other kind
Only the ones named exactly 'Outlaw Drone' count, anything else, including Outlaw Anti-missile Drone, Outlaw Armor Drone, etc, do not count towards it. It has to be the exact name for it to count, no extra words. It may be too late for you to do that if they no longer spawn because you outleveled them (if that can happened)
Ah, interesting. This may well be the problem...don't recall the last time I saw "regular" drone. Hopefully there are some out there somewhere...that seems like a silly requirement. Devs should patch it to count any type of outlaw drone.
Also, as other people have pointed out, I was using corrosive missiles for awhile in the early game before I guessed that it wasn't counting for the Outlaw Hunt. But I did switch to scorpions at some point.
Edit: crafted some basic homing missiles and they worked. Something bugged with those scorpions I was using, I guess...
